Minutes from the September 4, 2003 meeting in Indianapolis

MINUTES

Minutes of the August 7, 2003 meeting were presented for approval.  A motion for approval was made by Phil Hoskins; seconded by Patrick Mapes; motion passed 16-0.

 

APPROVE IHSAA OFFICIAL BALL BID FOR 2004-09

Commissioner Ress presented information pertaining to ball bids for 2004 through 2009.  Several companies submitted competitive proposals.  After reviewing all of the information, Jim Feist made a motion to accept the Wilson bid for all balls except volleyballs, which will be fulfilled by Molten; the motion was seconded by Randy Barrett; motion approved 16-0.  Wilson Sporting Goods will continue their relationship with the IHSAA as the official supplier of balls in eleven of its sanctioned sports, including baseball, boys and girls basketball, football, boys and girls golf, boys and girls soccer, softball, and boys and girls tennis.  Wilson has been the official ball provider to the IHSAA since 1990-91.  Molten, USA, Inc. will continue to supply volleyballs for all state tournament competition.

 

APPROVE FULFILLMENT PROCESS FOR “PLAY ON”

Commissioner Ress recommended that fulfillment of the book, “Play On”, will be completed by the IHSAA rather than hiring an outside company.  A motion to approve the recommendation was made by Michael Powell; seconded by Phillip Gardner; motion approved 16-0.

 

APPROVE EXTENSION OF CONTRACT WITH THE LEGENDS OF INDIANA THROUGH 2008-09

Commissioner Ress presented a proposal to extend the Legends of Indiana contract for the girls and boys golf state finals, through 2008-09.  After discussion, a motion to accept the recommendation was made by Pam Noble; seconded by Janis Qualizza; motion approved 16-0.

 

APPROVE PLANS FOR THE IHSAA CENTENNIAL SCHOLARSHIPS

Commissioner Ress presented a recommendation to approve the process for implementing the inaugural IHSAA Centennial Scholarships.  Following discussion, a motion to accept the recommendation was made by Phil Hoskins; seconded by Dennis Bunda; motion approved 16-0.

 

REPORT ON THE 2003-04 BOYS TENNIS TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Wynns presented a list of 13 tennis chair officials eligible for possible use in the boys tennis tournament series.  The tournament requires the use of 10 chair officials and 1 head official.  Listed below are host site changes that have occurred since the IHSAA Fall Bulletin was printed:

 

Team Sectionals

Sectional #6 will be hosted by Avon High School.

 

Singles and Doubles State Finals

Park Tudor High School will host round one and two for the singles and doubles state finals. 

 

REPORT ON THE 2003-04 CROSS COUNTRY TOURNAMENT SERIES OFFICIALS

Associate Commissioner Craft presented a list of cross country starters eligible for the Cross Country Tournament Series.  The tournament requires the use of 32 officials.  Listed below are host site changes that have occurred since the IHSAA Fall Bulletin was printed: 

 

Sectional

Sectional #29 will be hosted by Carroll (Fort Wayne) High School.

 

Semi-State

Semi-State #2 will be hosted by New Haven High School.

 

REPORT ON THE 2003-04 SOCCER TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Wynns presented a list of 215 soccer officials eligible for the soccer tournament series.  The soccer tournament series requires 192 officials at the sectional level. 

 

REPORT ON THE 2003-04 VOLLEYBALL TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series.  The volleyball tournament series requires 128 at the sectional level.

 

FINANCIAL REPORT

Commissioner Ress presented the August financial report of the Association.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2003-04 school year.  This report included the following actions as of September 1, 2003.

SPORTSMANSHIP

Assistant Commissioner Wynns recounted the unsportsmanlike conduct reports that have been received.  There have been 56 incidents reported, including the following breakdown by sports: Boys Soccer – 32; Football – 19; Girls Soccer – 4; and Volleyball - 1.  Boys Soccer showed the greatest improvement in unsportsmanlike reports over last year at this time. 

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Alexandria High School – Commissioner Ress reported the following action as a result of a violation of the volleyball scrimmage rules.

1.       The Alexandria High School volleyball program is issued a warning. 

2.       Coach Stefanie Decker-Campbell is reprimanded for her role in allowing this violation to occur. 

3.       The administration of Alexandria High School is commended for its prompt reporting and handling of this matter.

 

Andrean High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (girls cross country runner ran in non-school cross country event).

1.       The Andrean High School girls cross country program is issued a warning. 

2.       The student athlete who participated in this non-school sponsored cross country event shall be suspended for two meets.

3.       The administration of Andrean High School is commended for its reporting and handling of this matter.

 

Bedford North Lawrence High School – Commissioner Ress reported the following action as a result of a violation of Rule 100 (girls golf team had only one practice prior to start of season).

1.       The Bedford North Lawrence High School girls golf program is issued a warning. 

2.       Coach Peaches Stevens is reprimanded for causing this violation to occur.

3.       The administration of Bedford North Lawrence High School is commended for its reporting and handling of this matter.

 

Bloomington South – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (boys soccer player participated in non-school soccer event).

1.       The Bloomington South High School boys soccer program is issued a warning. 

2.       The student athlete who participated in a non-school sponsored soccer event shall be suspended for two matches.

3.       The administration of Bloomington South High School is commended for its reporting and handling of this matter.

 

Cowan High School – Commissioner Ress reported the following action as a result of a violation of the volleyball scrimmage rules.

1.       The Cowan High School volleyball program is issued a warning. 

2.       Coach Mary Goth is reprimanded for her role in allowing this violation to occur. 

3.       The administration of Cowan High School is commended for its prompt reporting and handling of this matter.

 

Edinburgh High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (football coaches and players spent Sunday night at school – PROBATION).

1.       The Edinburgh High School football program is placed on probation through August 3, 2004.  Probation is a severe type of warning. 

2.       Coach Brian Burton and the entire football coaching staff are reprimanded for allowing this violation of Rule 9-13 to occur. 

3.       The administration is directed to conduct a mandatory, educational workshop on IHSAA rules for coaches in all sports at Edinburgh High School.  Emphasis should be place on Rules 8, 9 and 15.  The IHSAA shall be notified in advance of the time and place of this workshop.

4.       The administration of Edinburgh High School is commended for its prompt reporting of this matter.

 

Heritage Hills High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (girls golfer played in non-school event without a waiver).

1.       The Heritage Hills High School girls golf program is issued a warning. 

2.       The student athlete who participated in this non-school sponsored golf event shall be suspended for two meets.

3.       The administration of Heritage Hills High School is commended for its reporting and handling of this matter.

 

Lakeland High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (boys tennis player practiced and competed w/o physical examination).

1.       The Lakeland High School boys tennis program is issued a warning. 

2.       Coach Scott Gingerich is severely reprimanded for causing this violation to occur.  Ignoring the requirement that all participants must have a physical examination before participation places everyone in jeopardy from the student himself to the entire school corporation.

3.       It is the understanding of the IHSAA that Lakeland High School has followed the steps outlined in Rule 3-9 of the IHSAA By-Laws in notifying the schools against whom this student competed.

4.       The administration of Lakeland High School is commended for its prompt reporting and handling of this matter.

 

Martinsville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (boys soccer players participated in non-school soccer event).

1.       The Martinsville High School boys soccer program is issued a warning. 

2.       The student athlete who participated in a non-school sponsored soccer event shall be suspended for two matches.

3.       The administration of Martinsville High School is commended for its reporting and handling of this matter.

 

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b(3) (volleyball coach conducted open facility session after deadline).

1.       The Noblesville High School volleyball program is issued a warning. 

2.       Coach Norman Almodovar is reprimanded for causing this violation to occur. 

3.       The administration of Noblesville High School is commended for its reporting and handling of this matter.

 

Princeton High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b (3) (football coach conducted open facility session after deadline).

1.       The Princeton High School football program is issued a warning. 

2.       Coach Sean Fisher is reprimanded for causing this violation to occur. 

3.       The administration of Princeton High School is commended for its reporting and handling of this matter.

 

Rushville High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (three boys soccer players participated in a jamboree w/o ten practices).

1.   The Rushville High School boys soccer program is issued a warning. 

2.   Coach Amy Coffin is severely reprimanded for causing this violation to occur.   

3.   Since Coach Coffin was aware the ten practice rule and she allowed the players to dress and participate anyway, the IHSAA accepts as appropriate and supports the action taken by Rushville High School in suspending Coach Coffin for two matches.

4.       The administration of Rushville High School is commended for its reporting and handling of this matter.

 

Southridge High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (boys basketball coach provided transportation to game during moratorium).

1.   The Southridge High School boys basketball program is issued a warning. 

2.   Coach Tim Haworth and Assistant Coach Steve Rust are reprimanded for causing this violation to occur. 

3.   The administration of Southridge High School is commended for its reporting and handling of this matter.

 

Warsaw High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b (3) (volleyball coach conducted open facility session after deadline).

1.   The Warsaw High School volleyball program is issued a warning. 

2.   Coach Doug West is reprimanded for conducting an open facility session at a time when open facility programs should not be operating. 

3.   The administration of Warsaw High School is commended for its reporting and handling of this matter.

A motion to adjourn the September meeting of the Executive Committee was made by Randy Barrett; seconded by Roy Simpson; motion passed 16-0.  The next meeting of the Executive Committee will be at IHSAA headquarters at 8:00 a.m. on Thursday, October 9, 2003.
